He is dimwitted and very cowardly. He is really obnoxious, but he can be funny. He is inefficient at many things and mischievous a lot. He is bumbling and can stutter his sentences when scared horribly.
Backstory:
No much is known about Panic, but he seems to think he is in servitude of Hades, along with Pain. He does Hades's deeds, like turning Hercules mortal, which failed miserably. He doesn't want to face Hades's wrath when his master finds out.
